Ministry of Innovative Development of the Republic of Uzbekistan (MUNIS)
Evaluation of Applied Research and R&D Projects
In 2024, ESF supported MUNIS, a project implemented jointly by the World bank and the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan to enable the development of the country’s innovation system. ESF provided over 300 independent external assessments for project proposals submitted to the MUNIS Research Commercialization Program (RCP) and the MUNIS Business Investment in Research & Development Program (BIRD) calls for proposals.

Slovakian Research and Innovation Authority (VAIA)
Evaluation of Applied Research and R&D projects
In 2024, ESF carried out the evaluation of 30 R&D projects submitted under VAIA’s “Transformation and Innovation Consortia” programme, which had a total budget of €90 million. As part of this process, ESF provided 90 expert reviews.
The objective of the VAIA call was to strengthen the research and innovation environment in Slovakia by funding a limited number of thematically focused Transformation and Innovation Consortia (TICs), bringing together Slovak public and private stakeholders with leading international institutions.

Evaluation of Postdoctoral fellowships
In 2022 and 2023, ESF supported the "BIENVENÜE" MSCA Cofund programme, coordinated by the French Brittany Region, in evaluating two competitive calls for post-doctoral fellowships, providing more than 400 expert assessment for post-doctoral fellowships.
Selected research projects were designed to bolster regional research excellence across diverse sectors including maritime economy for blue growth, food economy, digital economy, welfare economics, and the economics of industry for intelligent production.

Région Grand Est (France)
Evaluation of PhD fellowships and research collaboration projects
In 2020, ESF supported the Grand Est Region of France in evaluating several regional research funding calls, including those for early-career researchers (Jeunes Chercheurs), PhD fellowships (Contrats Doctoraux), and regional research collaboration projects (Fonds régional de coopération pour la recherche).
In total, ESF delivered over 500 expert assessments as part of these competitive calls for projects.
"The quality of the process implemented by ESF contributed to a large extent to the success of the implementation of this new harmonised mechanism at the Grand Est Region level. ESF perfectly adapted to the specificities of the mission during which it demonstrated professionalism, responsiveness, and fairness in the processing of projects . It is important to remember that the deadlines were particularly tight. The schedule was respected and thanks to the reactivity and the involvement of the team, the evaluations were given to the Region ahead of schedule. Evaluation of Cross-Border Joint Flagship Projects
In 2016 and 2018, ESF supported the evaluation of the Interreg “Science Offensive” programme calls— a cross-border collaborative initiative involving three key regions: Baden-Württemberg and Rheinland-Pfalz in Germany, and the Grand Est Region in France.
The programme aimed to promote joint flagship projects in the Upper Rhine area, with a focus on renewable energy, responsible resource management, sustainable mobility, information technology, and health and medical technology.
