Review Panel

The Review Panel of the PolarCLIMATE Call was established before the Call for Proposals had been published. It is convened on request of the ESF Office during the Peer Review process and possibly afterwards.  

Mandate of the Review Panel:

At the Pre-Proposals stage, the Review Panel:

  • Recommended outline proposals to the Programme Board to be invited to submit Full Proposals, according to the criteria published in the Call for Proposals (sifting)
  • Provided written comments (consensus report) to explain its decisions to the applicants  

At the Full Proposal stages, the Review Panel:

  • Gave advice on the selection of referees for the evaluation of Full Proposals (principally from a pool of referees provided by the Programme Board and the ESF office) and suggested additional referees
  • Ranked and recommended proposals on the basis of evaluation by external referees and applicants’ responses
  • Provided written comments to explain its decisions to the PolarCLIMATE Funding Organisations and to the applicants  

At the end of the PolarCLIMATE Programme, the Review Panel:

  • Is part of the Final evaluation process of the overall PolarCLIMATE Call on the basis of achievements of Joint Research Projects (JRPs)
  • Advises the Programme Board on request  

 Members of the Review Panel are:

  • International experts nominated by participating PolarCLIMATE Funding Organisations (Programme Board) and appointed by the ESF Office.  

The Chair was appointed by the European Science Foundation. The membership in the Review Panel was personal and public. The ESF provided the secretary to the Review Panel.

Applicants are asked NOT to contact any members of the Review Panel for any purpose! All communication with the Review Panel should go via the ESF office. Any diversion from these guidelines will be treated as misconduct and will be recorded accordingly.

Referees

To ensure an independent and high level Peer Review process, all full Joint Research Project proposals were sent for written Peer Review to external referees.  

Definition of a referee: a referee is an internationally recognised expert in one of the scientific fields relevant to a given PolarCLIMATE Call who is asked to give a written assessment of a JRP proposal.

Applicants are asked NOT to contact any referees for any purpose! Any diversion from these guidelines will be treated as misconduct and will be recorded accordingly.
