Summary

 

The main purpose of the EUROCORES programme EuroBABEL: is to promote empirical research on underdescribed endangered languages, both spoken and signed, that aims at changing and refining our ideas about linguistic structure in general and about language in relation to cognition, social and cultural organization and related issues in a trans-/ multi-disciplinary perspective.

Background and Objectives

The diversity of the world’s languages is on the verge of becoming dramatically reduced in the decades to come. Partly due to the attention that has been drawn to this problem, the field of linguistics has been moving towards taking the diversity of languages more fully into account. The dramatic change in the amount and the nature of primary data that is being collected and analyzed has proven to have, and will continue to have, a profound influence on our insights into the human language faculty. The EUROCORES programme EuroBABEL: will solidify this development and strengthen the impact of European research on linguistics as a whole. By conducting the research in close cooperation with researchers in the countries where endangered languages are spoken, the process of linguistic description, documentation and analysis of underdescribed languages will be accelerated.

The EuroBABEL programme is crucially different from, and complements, existing documentation initiatives in that our emphasis lies on bringing the newly gathered data to bear on the development of linguistic theory and all areas concerned with the study of language. The proposal is to cover a number of projects that will work on primary data, both newly collected and archival material, in order to concentrate on the analysis and the use of the results to expand and correct our insights into the structure and nature of human language.

A research programme in the field of Endangered Languages

Following agreement with funding organisations in Austria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, Germany, Hungary, Ireland, Italy, Luxemburg, the Netherlands, Norway, Slovenia, Switzerland, Turkey, UK and US the European Science Foundation is launching a Call for Outline Proposals for Collaborative Research Projects (CRPs) to be undertaken within the EUROCORES Programme EuroBABEL: Better Analyses Based on Endangered Languages

This programme aims to support high quality multidisciplinary research and is expected to run for 3-4 years; it includes national research funding as well as support for networking and dissemination activities managed by the ESF.

Outline Proposals are to be submitted by Tuesday 20 May 2008, 12:00 PM. It is expected that Full Proposals will be invited by 30 June 2008 with Tuesday 16 September 2008, 12:00 PM as expected deadline for submission.

Eligibility

Proposals from individual researchers and research groups eligible for funding by the participating funding agencies will be accepted for consideration in the EUROCORES Programme EuroBABEL.

Applicants should contact their national funding agencies in order to verify their eligibility and to ensure compliance with the relevant agencies’ current granting rules and regulations. A list of all funding agencies participating in EuroBABEL - and their contact details - can be found here.

Most of the funding agencies participating in the EUROCORES Scheme have provided information on their national requirements. General information can be found here (pdf). Please note that this general file includes requirements of funding agencies that may not be participating in EuroBABEL.

Proposals must involve a minimum of 3 eligible Principal Investigators from 3 different countries participating in the programme (“three nation requirement”).

Scientists or groups not seeking funding or not eligible to apply for funding from one of the participating funding agencies, can be associated with a proposal by contributing additional scientific value to the collaborative research project.  Their contribution must be fully self-supportive. In the context of eligibility, Associated Partners do not count towards the “three nation requirement”.

When submitting your proposal, please note that the travel costs for meetings within your CRP should be budgeted in your proposal. Funds for networking between the CRPs will be centrally managed by the ESF through contributions from the participating funding organisations.

Application Procedure - Full Proposals

Successful applicants will be invited to submit Full Proposals by 30 June 2008. Deadline for submitting Full Proposals: Tuesday 16 SEPTEMBER 2008, 12:00 PM CET (noon).  

Programme Structure and Management

The programme will be overseen by a Management Committee formed by one representative of each of the participating funding organisations and the EUROCORES Programme Coordinator in the Cognitive Sciences.

An independent international Review Panel formed of leading experts in the field, with a mandate from the funding agencies, will oversee the scientific aspects of the programme.

ESF will support networking activities expected to facilitate communication between the different projects, leading to an effective exchange of information and dissemination of results.  To this aim, scientific workshops, conferences, symposia and training courses will be organised during the programme’s lifetime.  Web-based resources may also be developed to support the exchange of technical and scientific information and expertise, and to promote effective collaborations with other European researchers working in the field.

Networking and coordination of the EUROCORES Programmes are currently funded through the European Commission Sixth Framework Programme, under contract n° ERAS-CT-2003-980409
